QDo I need both English and ethnic-language newspapers?

The two mandatory Sunday ads must run in a newspaper of general circulation, which is interpreted as a paid English-language daily in the worksite area. Ethnic-language press placements (in addition to, not instead of) the mandatory Sundays can strengthen the recruitment file by demonstrating broader applicant outreach — especially in immigrant-heavy ZIPs where the ethnic-press circulation exceeds the English Sunday's.

QCan recruitment steps be conducted in parallel?

Yes — and they often are. The SWA job order, the two Sunday newspaper ads, and the additional recruitment steps can run concurrently as long as each individual step satisfies its minimum duration (30 days for the SWA and most additional steps, 2 Sundays one week apart for the newspapers). The 180-day window starts on the date of the first recruitment step and ends on the date of the last — so concurrent steps compress the calendar.

QWhen can I file the ETA-9089 after recruitment completes?

You can file the ETA-9089 the day after the 30-day quiet period ends (the quiet period starts the day after the last recruitment step concludes).
