How to read this table
A cutoff date (e.g. Sep 01, 2018) means the State Department is currently working through applications with priority dates before that date. C (Current) means there's no backlog — applications can move forward without waiting. U (Unavailable) means visa numbers are not available for that category and chargeability in the current month.
Final Action Dates are the dates used to actually approve visa numbers. Dates for Filing determine whether USCIS will accept the underlying I-485 (or DS-260) filing. USCIS publishes a monthly notice indicating which chart applicants should use for that month.
